Military Housing
The NAHB Research Center’s Military Housing Division was established 15 years
ago with the exclusive charge of responding to and fulfilling objectives
related to the professional and successful management of military family
housing programs. In addition, the NAHB Research Center has extensive direct
experience working with government agencies, local industry groups, and other
organizations to help them increase their awareness of and technical capacity
in the military housing privatization arena. This unique experience is
essential in developing the needed understanding of the U.S. military housing
system and its particular procedures and policies.
The Research Center has been providing expert consultation and performing
special studies for the military and the Office of the Secretary of Defense
(OSD) for nearly 15 years via our MOBIS contract and other mechanisms. We have
maintained an ongoing working relationship with DoD clients, such as the Army,
Navy, and Air Force, and have developed custom housing assessment techniques,
prepared and analyzed HRMA, conducted LLC Analyses, created Housing Master
Plans, and provided other privatization support services.
The NAHB Research Center has specific expertise in the following areas:

Privatization Support
– facilitate privatization programs by conducting training and workshops to
plan the potential scope of a privatization project, preparing models that
predict developer cash flows and scored amounts, and determining a government
scope and estimate for an upcoming privatization project. Support can be
tailored to provide a full range of services for housing privatization projects
which may include: privatization program management (initial planning,
solicitation, execution); proposal analysis (financial, technical, property
management); HRMA; Life Cycle Cost (LCC) Analysis; Section 801 Housing
Regulation expertise; pro forma development and analysis; and portfolio
management.

Family Housing Master Planning (FHMP)
– provide the entire team to study housing issues at military installations.
Working with installation personnel, we develop alternative approaches to
solving all housing problems, including planning and scheduling all new and
replacement construction, Whole-Neighborhood Revitalization of existing houses
and infrastructure, and development of an Installation Housing Master Plan of
the approved long-term solution.

Housing Condition Assessment
– inspect a sample of family housing units and develop a report of all
discrepancies in the housing, estimate the cost to bring all housing into
compliance with standards, schedule the construction into practical phases, and
prepare the appropriate 1391 programming documents to support the budget or
provide metrics on contractor/developer performance.

Housing Market Assessments
– conduct approved Housing Market Assessments of the availability and adequacy
of private sector housing in the local community surrounding military
installations to determine the need for government owned houses.

General Studies and Assistance – provide other specialized
studies and assistance to Military Family Housing organizations including
Headquarters, Major Commands, and Installations, on an as-needed basis.
